The reason why Reiner was never heard, as is due process, but instead was investigated in secret, is that Hoffmann told the prosecutor that he is scared of Reiner because Reiner had been "threatening" him and seems violent and dangerous. That's probably how Inka's source received the impression that Hoffmann was looking for 'protection' from the prosecutor.
